张孝德：从伦敦到北京 中英雾霾治理的比较与反思

　　总之，成本内生的生态文明模式，不仅是大幅降低能耗、降低成本的新文明模式，同时也是能够从根源上实现天人和谐、社会公正、环境福利、物质与精神均衡发展幸福生活模式，也是中国与世界共赢、共享发展的利他模式。在这样一种全新的模式中，治愈的不仅仅是雾霾天，还包括工业文明模式的诸多弊端。

　　From London to Beijing: a Comparison and Reflexion on Smog Controls in China and Britain

　　Abstract: China's smog problem exposes its unsustainable development mode. The development of ecological civilization put forward in the Eighteenth National Congress of the CPC is the new road and new objective for China's future development. After examining short-term and long-term control, China should adopt a control approach of guarding against new smog sources while controlling it. To develop such a mode of ecological civilization, China needs to do the following: strategically, it should gradually withdraw from the world competition for maximal economic growth; about development mode, it should shift away from centering on GDP toward maximizing people's wellbeing; launch a campaign to initiate a new type of low-carbon, healthy and happiness-oriented lifestyle; make full use of China's advantage as a catch-up country, and serve the development of domestic ecological civilization with the new energy; and fully utilize modern new energy and information technology, and take an urbanization path with Chinese characteristics.
